Skype for Business freezes and says "Not Responding"  when started

My Skype for Business freezes whenever I try to run it, making it essentially unusable. When I try to run Skype the splash/loading screen appears then the main window comes up. When I click the program the windows grays out and says Not Responding in the title. Clicking the window again causes windows to say the program is not responding and gives the option to close or restart the program.
I have uninstalled and reinstalled Office 365 (which this program installed as a part of). Cleared out cached Lync/Skype for Business files, and made sure my drivers are up to date. 

Any help would be appreciated!

Is it happening for all the users or its only for few users.

try the installation on a different pc and see the results

Its only on one machine. It is running fine on other users laptops.
